Sayyid Ammar al-Hakim, head of the Islamic Supreme Council of Iraq (ISCI), sent a congratulatory telegram to Mr. Chen Ji Bing, general secretary of the central committee of the Chinese Communist Party, on the occasion of his being elected as the general secretary of the central committee of the Chinese Communist Party.
