Sayyid Ammar al-Hakim, head of the Islamic Supreme Council of Iraq, appraised the striking presence of the three presidencies along with the religious, political, social and tribal leaders and the diplomatic corps at the National Conference of dialogue between religions and sects, considering it as an important convergence between all segments of the Iraqi society, and stating that the messages launched by all participants have shown the large common points among the Iraqi people of different national, religious, sectarian and political belonging. His Eminence stressed that true reconciliation, harmony and peaceful coexistence among Iraqis need reliance on specific principles as they are the basics and reference that we agree on and the red lines that everyone must abide by, explaining that principles require adherence to the Constitution as it is the legal reference to determine the legitimacy of claims and expectations, and we must abide by everything approved by the Constitution, and reject everything opposed by it. He called, as well, to adhere to the political and democratic process, accept its consequences and therefore work on this basis. Al-Hakim stressed the need to adopt the compromise principle, to give and take, and reassure all the components without exception, saying that each component must also reassure the other component, and we must also avoid agitation and skepticism in every reassuring step to the other, lower the media discourse level and deal responsibly with issues as a statesman, adding that we must stop playing with the people’s feelings, provoking fear in every street against the other one, looking to the facts incompletely and in bias and make reconciliation difficult. He urged the mobilization of all good energies, including clerics, imams of mosques, religious institution, political leaders and forces, tribes, civil society organizations in the media, besides the elites, universities, centers of influence and all citizens in promoting the spirit of coexistence, tolerance, the consolidation of nationalism and sense of citizenship, as well as encouraging people to approach one another, remove the psychological and moral barriers and deepen goodwill towards the others.

The “One Basket” Principle in Implementing the Government Platform Reassures All Components
His eminence considered that the ratification of the law of the national guard, the prohibition of Al Baath party, accountability and justice in one “basket” in the Council of Ministers is a step on the right track, calling not to reject these laws by any of the parties based on the fact that one article or paragraph in the law is not acceptable, as we should consider the law as a whole and see what it represents in terms of strengthening harmony and meeting the needs of our people. His eminence indicated that doubt exists when one party is willingly out when all demands of the other party are met without any consideration of the concerns of the former party.
Sayyid Al Hakim also assured that the government platform, which formed the basis in forming the new government, will be implemented within the defined timelines, explaining that delaying the platform will mean blowing up the agreements concluded between the parties and the beginning of the end for the political honeymoon witness in the past months. Furthermore, his eminence expressed his joy for seeing the seriousness in the platform implementation by the Prime Minister, the ministers and various political blocs, highlighting the “one basket” principle in implementing the platform as it reassures all components, every step of the way, not one party without the other, knowing that this means upsetting the other part and paving the way for an extremist discourse of accusation, thus hindering subsequent implementation steps. His eminence stated that adopting the steps does not mean meeting the entire desires of any of the party at the expense of the vision and conviction of others, but means accepting intermediate solutions that meet a significant part of the demands of some parties without overlooking the concerns of others.
The Burning of Al Kasasbeh Is a Vicious Crime that Is to Be Added to the Crimes of ISIS in Iraq and Syria
His Eminence described the crime of burning the Jordanian pilot, al Kasasbeh, as vicious and is to be added to the long list of the ISIS’s crimes, including the killing of the two Japanese hostages as well as the crimes they commit on a daily basis in Iraq and Syria, reminding that this crime proves again that the danger of this terror group is not limited in Iraq or Syria, yet its fire will burn any place it will reach and will soon spread over as a tumor. He explained that given the force majeure circumstances it has been living for decades, Iraq managed to contain the shock and to deal with this fierce reality and resist it, saying he is certain that the region’s peoples and countries will increase their counter-terrorism efforts by dealing with these crimes, which will lead to the enlargement of the scale of the confrontation of terrorism, as happened in Iraq.
Sayyid al-Hakim warned against challenges and confrontations in more than eighty states to which ISIS members were lured lest everyone will stand against them in Iraq and do away with them, explaining that the terrorists use tools different from the conventional wars and the typical control procedures followed by the security apparatuses in the region and across the world. On the other hand, he stressed the importance of seriously facing ISIS and supporting the Iraqi military forces that play a pivotal role in the confrontation and fight such as army, police, popular crowd, Peshmerga and tribes, maintaining that it is everyone’s duty to stand one block to back, arm and train these forces, and to provide the moral and legal cover to its role away from the sectarian, regional and ethnic sensibilities, pointing to the importance of detecting, correcting, preventing and eliminating the mistakes, the perversions and the abuses committed by those who pretend to belong to these national armed forces so as to preserve the reputation of these apparatuses and their historical role, strongly warning against taking some of these mistakes as pretext to target these forces and disown the great job they are doing and the big achievements they make and to ignore their historical role.
Not Taking Care of Those who Have Offered Themselves for the Doctrine and the Country Is a Historical Burden on Everyone’s Shoulder
His Eminence stressed the importance of providing a special care for the families of those were martyred or wounded during the military operations against ISIS because we all owe them and all efforts and capabilities must be used to comfort the wounds of the martyrs’ families with the appropriate moral and financial assistance and the medical care for the wounded, saying he is sorry that the condition of some of them gets serious or sometimes ends up in martyrdom because of neglect, poor diagnosis or delay in providing the right treatment which cause them to lose their life or to lose any of their members, considering this as a historical burden on our shoulders when we don’t take care of those who have offered themselves for the doctrine and the country and for the protection of the land and the honor, calling for exposing the ISIS’s crimes, never forgetting them and always warning against their danger. Moreover, he said that there is no stability as long as a big number of Turkmen Iraqi free doped women- followers of Ahl Al Bayt, Yazidis and others- are held captive by those criminals; there is no stability as long as the blood of the innocent people in Speicher air base, Badush prison and other is not avenged by bringing those criminals to justice; there is no stability as long as hundreds thousands of displaced people are outside their cities and villages; there is no stability if we don’t liberate all our lands and reconstruct our cities and villages demolished and blown up by ISIS, calling for providing aid to the afflicted and displaced, praising the diligent efforts of the religious authority in providing comprehensive care for these segments and all components, for example the relief aids lately granted by the supreme authority to our brothers in Haditha in Anbar province and the hosting of al Fallujah citizens in Karbala, Najaf and others.
It Is Important to Put in Place Effective Plans and Remedies for the Self-financing Personnel of the Ministry of Industry
His Eminence called to exert efforts and put in place effective plans and remedies to find a solution for the problem of the self-financing personnel and workers of the plants owned by the Ministry of Industry, and to activate their plants according to successful economic policies that protect the national product as well as to pave the way for a partnership between the Iraqi and foreign private sector and these plants to finance their development and turn them into lucrative productive plants that pay the salaries of their members. He said that to have the lack of cash and the austerity plan as excuse doesn’t mean to deprive the families from their living opportunities, assuring that it is a moral responsibility to find a solution for the problem of the self-financing personnel and workers, calling on the political prisoners’ body to come up with a quick solution to the problem of Rafha citizens who spent many years of their life in Rafha desert and paid dearly for their loyalty to the country, but unfortunately after the long efforts to enact a law that guarantees their rights, the bureaucratic slow procedures make it difficult to recognize them and their cause and many of them have been following for years administrative formalities which remained unresolved.
