    During his auspices of the First National Conference of Disabled Persons, Sayyid Ammar al-Hakim calls for forming an independent higher national commission specialized in dealing with persons with special needs.

    Sayyid Ammar al-Hakim has stressed that Iraq needs an independent higher national commission specialized in dealing with persons who have special needs in order to draw a strategy and put together practical steps, looks after the psychological, social, living, health and educational condition of this segment of the society, explaining that care for individuals who have special needs is the basic criterion in nations’ civilization.
    The Head of the Islamic Supreme Council of Iraq (ISCI), in his speech at the First National Conference of Disabled Persons on Saturday, October 13, 2012 at the office of His Eminence in Baghdad, which was attended by Martin Kobler, United Nations’ Representative in Iraq, the minister of labor and social affairs, Mr. Nasar al-Rubay`i, a number of members of the parliament and a large crowd of citizens, called for correcting the government’s paths in dealing with this important segment of the society based on the right granted to them according to Article 32 of the Iraqi Constitution and according to Article 29 of the International Convention for Disabled Persons. He stressed the necessity of correcting the society and make it aware of its responsibilities towards this important segment. He drew attention to the fact that it is quire important to work to achieve full integration of persons with special needs as citizens enjoying full citizenship rights.
