This came up in a speech which His Eminence delivered on Saturday, February 2, 2013 during the annual announcement of the Citizen Alliance to run in the upcoming governorate council elections.
His Eminence pointed out that the religious Marji`iyya has always been a source of inspiration and guidance for the citizens of the people of Iraq and an assurance for its unity and legitimate rights, stressing staying being guided by the Marji`iyya and receiving guidance from its directives which stem from its keen concern about the homeland and the citizen, explaining that members of the Movement of the Martyr of the Niche are not seekers of power but seekers to serve Iraq and the Iraqis. He explained that the Citizen Alliance is keen about providing whatever it can to serve the citizens as soon as it assumes service posts.
Sayyid Ammar al-Hakim also announced the intention to cooperate with others, with the brothers who care and who love, to build governorates, stressing that the politicians’ only concern must be to serve the public instead of being distracted by feuding with each other. He explained that the program of the Citizen Alliance has a program that depends on scientific programming and strategic planning, calling anew to grant broad powers to governorate councils as the constitution has endorsed. He drew attention to the laws that have been legislated till now are completely unable to grant such powers and procedures in the land.
