In his discussion with the council of elders of Babylon province, Sayyid Ammar Al-Hakeem, Head of Al-Hikma National Movement, emphasized the role of Babylon province and its elders in encouraging and motivating citizens, especially those in urban centers, to participate. H.E. stressed the necessity of having a comprehensive vision for the city in the reconstruction and development file and the provision of services to achieve positive accumulation.
H.E. affirmed the importance of keeping the province away from political rivalry, emphasizing the need for harnessing and investing local and federal wills in developing the provinces, explaining that the government is serious about supporting the provinces through the Coordination Committee and the Governorate Council.

H.E. pointed out that Babil is a city transitioning towards the holy cities, Baghdad, and the provinces of the Middle and Southern Euphrates, stressing the need for the vision to align with the province's capabilities and opportunities. H.E. called for optimism, the restoration of positive conditions, and the clearing of the air, stating that others' view of Iraq is positive, contrasting with Iraqis' view of themselves as they are immersed in daily details. H.E. also urged elites to spread positivity within society.
